UNCHAIN plans to introduce a “reward-based” access policy allowing a flexible application of road pricing criteria that awards or penalizes logistics operators on the basis of different factors (static and dynamic), addressing the “polluter pays” principle (i.e. vehicle emissions and dimension, duration of the stay in L/U bay, time window used, compliance with the itinerary allowed in the permit, etc.). As an operational instrument to manage such reward-based policy, UNCHAIN will implement an Urban Logistics Monitoring and Rewarding Management Platform covering two purposes: i) allow public authorities to manage the rewarding policy, by defining geographical and temporal rules for access, transit, and parking and; ii) monitor and analyse the drivers’ behaviour in terms of adhering to the policy requirements, rule, and regulations in performing their operations within the city (compliance index).
