Panel for Urban Logistics
Berlin’s Panel for Urban Logistics was established under the Berlin Mobility Act and the city’s Sustainable Urban Logistics Plan (SULP) as a dedicated forum for dialogue between urban logistics stakeholders. The Panel (literally, the “Exchange Platform for Urban Logistics”) improves communication between the public and private sectors and supports transport administrators in developing urban logistics that are compatible with both city needs and stakeholder interests. Since its launch in 2022, the Panel has met every six months and now includes around 20 members.

Who it’s for
The Panel for Urban Logistics is designed to enhance communication and transparency between public administrations and private stakeholders in urban logistics. It provides a structured space to address and discuss current challenges from multiple perspectives, helping to align interests and build shared understanding.
Key stakeholders involved:
- Representatives of public administration
- Logistics operators
- Public and private companies
- Chambers
Impact in numbers
Since 03/2022, the Panel for Urban Logistics has provided a regular platform for structured dialogue on urban logistics in Berlin:
- The Panel meets twice a year in person, bringing together around 20 members.
- In each session, the Senate Department for Urban Mobility, Transport, Climate Action and Environment and all members share updates on current affairs, achievements, and challenges.
- 1–2 specific topics of urban logistics are presented in more depth at each meeting, allowing participants to collect feedback and discuss potential challenges and solutions.
What was learned
The Panel for Urban Logistics has become an indispensable part of Berlin’s current work on urban logistics. Organising these regular meetings has demonstrated the significant added value of a low-tech, dialogue-based initiative in this field. The Panel has helped to integrate urban logistics more holistically into the city’s work by creating a stable structure for exchange, collaboration, and mutual learning among key actors.
Challenges faced:
- Ensuring that the Panel includes a wide range of stakeholders so that it can represent the diverse challenges of urban logistics in Berlin.
- At the same time, keeping the Panel small enough (around 20 members) to maintain a trustful and constructive working atmosphere.
